Should the father of an underage driver should be held responsible for his son's doing?

ARGUMENTATIVE WRITING

Abdul Qoediar Jaelani. Many among us have been questioning about what happen to this tragic accident that killed more than 7 people in his hands. I think he should be the one who is responsible for what is cause by his irresponsible action, but I think some people might said that Ahmad Dhani, Dul’s father who is responsible for his own cause, And now our group think that we don’t agree that Ahmad Dhani should be responsible for what Dul have done
According to The Jakarta Post, Dul was driving a Mitsubishi Lancer sedan at a high speed towards Jakarta’s city centre when he crashed into a road divider at a toll road, hitting oncoming traffic, including a Daihatsu Gran Max mini van and a Toyota Avanza mini van. Ahmad Dhani doesn’t know that is Dul doing because Ahmad Dhani is busy with the entertainment world and doesn’t have time to take care of the child, but with Dul who I already a teenager he will have a clear mind for not driving a car, because we need a license, in order to get a license we must be 17+.
Dul ordered his driver to go home early because the driver was meant to take him to Bandung the next day and Dul did not want his driver to be tired on the way. That was when Dul should be blamed, I think a 13 years old teenager can’t be allowed to have a car but Dul insist and still rides the car, now how should we blame Ahmad Dhani? By saying that he doesn’t take care of Dul?, I think Dul is responsible as a grown up teenager for his own mistakes and fault, every mistakes have consequences. He was speeding up to 200 km/h if I’m not mistaken. Suddenly there was a car in front so he immediately jerked the steering wheel to the right, in that statement Dul was sleepy and maybe not paying attention to the road effectively,

For me as a general minors rule:
1.       People don’t drive late at night.
2.       People don’t speed up when there are cars around them that may get hit.
3.       Minors Don’t Drive
4.       People underage don’t drive
5.       People who doesn’t have license wanted to get caught by the police.
In conclusion, Ahmad Dhani should not be blamed. There are many people who might disagree, but I think  that his father had no statement or intention to hurt the victims, I think his son Dul, himself, should be fine and punished for his own capability and for his mistakes.
